Eh eventually Wolverine would win... but note I said eventually. It is possible for a simple spar or a fight that isn't going to bring in Wolverine's endurance and regenerative powers for Cyclops to win. The scenario is really what matters along with the terrain and the knowledge of the combatants of the area they are in. If someone knows a lot about a place then feasibly they could win every time.
Even still Wolverine operates most of the time on pure animalistic rage; which when faced with an adversary who is calm and able to see the 'bigger picture' means that he could full well lose.
Of course Wolverine stubborn tenaciousness would mean that if it were to go on for a long time; he would win. Simply because Cyclops would not be able to keep up at the end.
